I agree with both of you, I've tried so many different things that I don't think the quest is implemented for this step. I've spent 8+ hours on a SoS rogue exploring every inch of water(very small zone) and done countless off the wall combines that all resulted in nothing, I think there is probably a platter that has to be used in the combine but have had no luck with various recipes that I think could yield a combine. Until Verant or a Verant spokesman says something I've quit trying to work on the quest, it's frustrating to get so far and then get to the end of the path only to find you've walked off into a ravine ala Wile E Coyote in the Roadrunner cartoons, if someone solves this I'll quite honestly be amazed.

Yet Another Suggestion
Someone in this thread mentioned that so far this quest is related to PoP only, and not with old world quests. This is more than likely true, but because it's related to new stuff doesn't mean it can't be similar to old stuff.
For those of you who did your Shawl quest, you will remember having to run around EW near the ramp to Kael trying to 'stumble' on to a dorf so you can give him a potion to gate safely home.
For those who have done their coldain ring quest, you'll remember having to go in to Kael to say a magic phrase to spawn a dorf and rip his head off. There is a Skyshrine quest for an earring that requires you to say a phrase in DN to get some items to spawn on the ground in a specific area.
Perhaps the key to figuring out the baking part of this quest may be the need to do one or both of these things in PoWater. It's possible that the little halfling cleric wasn't smushed after all, but is in hiding waiting for someone to rescue her.
If I was a rogue I'd try it myself, but since I'm not maybe one of you rogue types out there can try swimming low to the ground in the regua area while spamming various key phrases. Perhaps you might 'stumble' on to her and/or she'll 'hear' you and finally reveal herself.

Long shot..
I know its a long shot but I stumbled onto "Card of Bristlebane" on a vendor that someone sold. Looked on lucy and says its a combinable item and seems to be a recently added one too. Ive personally never seen or heard of this. Maybe is for Platter recipe? Just a guess, can anyone verify what its for?

I am betting the 5th earring trivial rate is set way too high on tunic. My tradeskill mule went like this:
Smithing (220 + 5%): 1/1
Brewing (250): 1/1
Jewelcraft (250): 1/1
Pottery (250): 1/1
Tailoring (243 + 5%): 1/6
Fletching (235 + 5%): 1/1
And after reading through the posts here and in the last thread, it seems other people have had similar experiences.
Something is definitely bugged with that tunic, IMO.
edit: also, might want to update the quest page -- clockwork grease is combined in small jar, not medium. And the final bow combine requires a planing tool. Great work on the compilation!
Back to scouring for the recipe.

i had no troubles with the tunic 242+5%: 1/1
Had jeweling at 220+5% and failed about 4 rings in a row, similar experience with fletching 220+5% failed 5 or so.
Obviously its easier at 240+5% (believed max skill) so can't take those into account much.
I'd just guess that some have had bad luck with the tunic, or its at a ~40% success rate.

The lower tier PoP recipes are softcore in general--they have really low failure rates at 250 skill. Most of us has gone 1/1 on each of the first four parts, though now and then someone reports a failure. The higher tier tailoring, fletching, and smithing ones (we have sort of limited experience with pottery though it doesn't seem as hard as the others, and JC mastery has comparatively trivialized jewelling regarldess) all seem to have savage failure rates. I was 1 for 3 on the quest air bow (and 1 for 3 on the three combines where I forgot the signet /cough), as I recall, and 1 for 2 on the tunic. In general I'm around 2 for 5 on tailoring from earth/fire/air (/rude slarghilug slime), and if I got my counting right, I'm 18 for 51 on bows.
On the other hand, both you and Molasar got nailed on robes, and I haven't yet heard of anyone getting quite so owned on bows.
