The mark of Karana is received from hailing Qaelin Hailstorm in Surefall. He will give you multiple marks if you keep hailing (they are not lore, but are deity Karana).

I've made the Surefall Fletching kit. I used the regular forge in Kelethin. I'm a half elf ranger of Karana too! The Mark of Karana was *not* consumed on the combine. Was trivial at 185 smithing and is no drop.

Working on the arrows next!

I've seen the new vendor on Test. He's in Surefall, near the archery range, and he hands out a "Mark of Karana" that is used in most of the recipes. It is deity restricted, and I imagine he either won't give it to non-worshippers or it won't work for them. He also sells the book with the recipes and the bricks of steel needed:
