It would make sense, because alot of the other items used to make that type of wine (straggle grass) can't be vendored. I've heard two other people they found one on a vendor though.

I found 2 small bricks of yttrium on a vendor for like 5 gold the other day. That was a good one. Oh, I also found a bazu blood on a vendor in the guild lobby for like 1.5 plats.
