Chronal Stones
Its a pretty powerful item. I'm not sure if creating all these bottlenecks are necessary though with the Chronal Stone. Bottlenecks exist to pace the rate at which the item enters the world, right? I think the item really has enough bottlenecks.
1. The Quest to make the AAAA.
2. The cost and subcombines involved in making the AAAA.
3. Only Gnomes can make the AAAA.
4. Only a tinkerer with very high skill can make the AAAA.
5. The cost of buying the AAAA if your not the creator.
6. The cost of buying the Cultural gear to begin with.
7. To a lesser extent, finding a smith to make the seal.
I might be missing some bottlenecks and my understanding of the quest is admittedly lacking.
Making the Chronal Stones insanely rare or limited to just raid content is just overkill. You could make the Chronal Stones random drops in hard DoDH missions or even normal level 70 DoDH missions and it seems to me that it would still preserve the integrity of the difficulty to obtain the item.
There's one more points that I really think tip the scale in favor of making the Chronal Stone more common. During the November patch many effects you could only find on Time gear were added to gear obtainable in single group missions. This was done to bridge the gap between non-raiders and raiders. Adding Chronal Stones to very difficult single group content will do more towards this end while still maintaining the level of difficulty to warrant such gear.
