      Gavel of Justice has Affliction Efficiency IV. Justice is Tier I and is considerably easier than Nightmare...

        Mana Preservation is the ultimate of focus effects though, so it's always going to be lower. Also the pottery stuff has little to no stats on it, while this has decent stats in comparison. I still think Mana Pres 3 would be better and fair.

            Affliction Efficiency reduces mana cost in a way similar to mana preservation for dot and other types of spells. The list of spells it affects is fairly eclectic; for instance, it covers animal charms as well. It reduces mana usage by 25%.

              Affliction Efficiency IV will work on just about any detrimental effect that has a duration of 36 seconds or more. So, for instance, as an enchanter, This makes it work on DoTs, Charms, Mezes, Slows and Roots. I also know it works on druid snares (don't play a shaman or necro). With the new mezes and charms costing a lot of mana, this item is godly with a 25% mana savings in both grouping and solo situations for me.

              Mana Preservation IV is only a 10% mana savings. I don't see them having any problem with putting that on a tier one item. Especially considering one of the parts comes from the lair of terris thule.

              I think for Enchanters, Druids, Shaman and Necros, Affliction Efficiency is the way to go.

                  still odd

                  this is still really weird. basically, from 46 to 59, you can use the mana preservation, but have reduced stats. at level 60 you get both, and for lvl 61+ spells, the mana preservation doesn't work.

                  so it's effectively working right for one level, 60.... which happens to be a really fast level to get through. they either need to change the recommended/required levels, or upgrade the effect to IV.

                  also, anyone have any more concrete info on where to get the ivory skulls? listed as mobs in terris thule lair, but couldn't find any more info from various sites.

                    Actually, I was just checking the helm I made last week and the recommended level 60 has been removed. It is still required level 46, but now gives full stats to anyone that can wear it.

                        PoNB isn't that complicated a zone. It's just a single path with the zone line on one side and Terris Thule on the other, and in between there's a couple dozen big skeleton guys and a handful of big skeleton guys on skeleton horses. I don't think I've ever seen the horses drop skulls.

                              Know where in PonB the skulls drop, or what mobs drop them? Am flagged for it, but never been there, hear its raid zone only, but can you take a group down and try to get one?
