If they lower "old cultural" armor down to be easier, I'm not sure how I'd feel about that either. Yes, I could make/sell more. But if you're trying to tell me the hours and hours of gathering components and subcombines to make this stuff is "too easy" to justify a skill increase then you've lost me right there.

Last night I did this with 13 success and ZERO SKILLUPS.
