For every material, there are two NPCs for the quest. One who takes handins of dropped processed items, and one who gives out stuff for processing. One of them will take the low-quality version, and the other takes the high quality stuff. For jewelcrafting, for example, the female Elf takes raw pale nihilite and gives back pale nihilite, but won't take shimmering nihilite. However, turn around and hand that shimmering nihilite to the male jewelcrafting merchant, and he'll convert it. The same is true of tailoring (one of them takes etched scales, and the other aged etched scales) and ore (the male ogre converts aligned, and the female ogre converts shimmering ore). I assume it's the same for all of the other skills as well.
