Can't sell it in bazaar because it doesn't display any stats. Who knows why.

Charm scripts make items show 0 stats when not equiped, despite the fact that I always return 100% with the charm script (since it is not used for stat adjustment but information tracking)

It is a technical limitation.

It stores information on YOU... and when you die all stored information (that I can access with scripts) is removed.

They have to be worn continuously, no deaths and no zoning

If you wore it for that long (7 hours) without clicking it, dying or zoning, it should hit for more.

The 30 second limit is how often anyone in the zone can activate it (otherwise 20 people could click at once and potentially do 300K damage from a click). 30 minutes is the minimum time you need to let it charge before it can be clicked t do damage. I suggest letting it charge for 2 hours straight, then try it again.

Logging is considered zoning. It will reset.

30 minutes may be the minimum for appreciable damage, but you can click it for a SMALL amount of damage every minute... You would probably want to wait longer.

I never zoned, never died...Sat AFK faded in Library for hours. Would stand up and click a target, fade let it recharge

If by Library, you mean the Library in Plane of Knowledge, then that is your problem. You cannot use detrimental spells in the zone (nor Guild Hall, Guild Lobby or the Bazaar). Try any zone except those four.

If you mean somewhere else, try to list all the particulars you can and we'll try to help.

Was in Library off FoScale...

Particulars were sat there afk for hours, would come in about every 2 to 2.5 hours(after recharge) and stand and nuke a mob, fade and sit afk some more.

Also tried this in a group in the same same zone, never died, zoned, or Evaced.
