Block of high quality steel ??

Silly question, but has anyone tried converting blocks of HQ ore directly to steel? The ore can be converted upwards to a block of ore... can it be then refined to steel?

If not, why not?

Currently there is no recipie for makeing Blocks of HQ steel from blocks of unrefined ore:-(
