They absolutely are NOT on the forage table in ToV. I have spent 100s of hours in NToV and HoT, and I have never seen or heard of anyone foraging a tuft there.

As far as Crystal Caverns goes, I really don't recall anything about foraging in there. I never really spent much time in that zone.
