Regarding the chain stuff, I'd check out the items that Veksar is providing the market. Some very nice stuff in direct competition with Hurricane chain and likely to depress the market.
The cultural and saves, yes they are lacking but you don't always want to go with a full set of the cultural stuff. I would personally switch in: Ely Death Mask, Imbued Granite Spaulders, Raldukan Helm and Haste in either Cloak or Back (easiest 2 slots) and then resists/hps in the other - there's lots of choice. Most of those items are reasonably cheap, on Bristlebane they're cheaper than the equivalent cultural, and then you get to add Haste item to taste.
Mind you, with this armour only having a rec 45, not too many people at this level are going to need overly huge resists anyway. It's not really until mid-50s that you start noticing your lack of resists with raids and such. Then you can switch in the stuff I've mention, or others, and add decent resist equipment for the other slots and be reasonably well off for someone who isn't seeing SoV armour.

Having said all that, it's pretty clear when comparing high-end cultural with the tier one pop stuff that more thought needs to go into smithed armour. Having req 46 and rec 61 on tier one items really hurts the market for it and with the Kylong Darkmail coming out of Veksar wearing a rec 45, it makes it look even worse =/.

EQ 2 and it's emphasis on having most of the best items come out of tradeskills looks really nice *but* they have to change whatever system it is they use in EQ. No-one seems to talk to anyone else, there's seemingly no inherent plan for the dropped and manufactured items to exist side by side, instead it seems to bounce wildly between the two with each side trying to out-do the other.
