Truth be told, the armor you're referring to is more or less the same as the Vellious Quest Armor in how you obtain it. Its just that the specifics of how the quest works are different. There IS proper smithed armor (Night Terror at tier 1, hurricane at tier 2, and the elemental armors at tier 4[?]) that is incredibly difficult to make (trivial over 250), although it isn't as good as the REALLY high end stuff.
Note that isn't new. Tradeskill fashioned goods are never as good as the highest end quested or dropped armor.
