When I do tradeskills I have my wis and str at 280, int in the 120 range. Frankly I really don't notice a difference in skill ups whether i'm buffed or not. I always try to max out my stats out of tradeskiller superstition, but I don't think it makes much of a difference.

Strenght Smithing possible
Garshok did most of his smithing with strength at 255 and wis/int in the 100-110 range. He actually had a much smoother ride than Zopharr did, who had a 200+ hell level and two 100+ hell levels smithing with 255 wisdon and strength in to 200-230 range when buffed.Garshok

I'm at 209 smithing. I always use str gear and sham buffs to max str. I also make sure I get a KEI, so my int is around 145. I am doing the shadowscream boots and have been getting 1-2 skillups per stack, closer to 1 skillup on average, as I get the 0 skillups per stack occasionally.
