High Hold pass, has guards near High Hold Keep, they drop FS, and there is a forge in a pub there, i think it's called sepent's kepp or something like that. Or ya could farm HHK and move one zone to the forge

I farm FS in a few places:

Lower Guk - Fine Steel
SolA - Ore + Fine Steel
Permafrost Keep - Ore + Fine Steel
Castle MistMoore - Fine Steel

As mentioned there are others, but these are a great start.

I farm FS in Infected Paw. It's not a common drop, but I have the advantage of getting experience there at 37.
