      BD Cultural requires Luclin (Some BD Cultural requires Acrylia, and the story-text involving BD Cultural talks about a "Mysterious Figure" that gets around via the Luclin Ports.)

      "Old Cultural" was released shortly before Velious. I remember this specifically because I started playing the game back when Kunark was released. I started with my Paladin ('cause I wanted to play a Paladin) and when my first Guild suggested I play a Cleric, it was just after the "Old Cultural" was introduced so I picked High Elf as my Cleric's race due to the fact that we had a large number of High Elves in the Guild and that my Half Elf could also wear High Elven Cultural armour.

      However... It wasn't until after Velious release that the BD/Jacinth requirement for enchanting Cultural metals was removed.
