I'm pretty certain that there is indeed a level limit involved. I overheard someone talking to the "Fist" frog the other day, and the fact that all 5 of the melee weapons skills needed to be at 75 was mentioned.
That would require a character who was at least level 14.

On the ore drops, I went into Permafrost and started killing goblins, the Chunk of Prismatic Metal dropped off of the 5th goblin in from zone.. Went to Unrest and killed everything for awhile, the Chunk of Refined Metal finally dropped from a dry bone skeleton, so it drops from more types of mobs in there then dark boneds..

There does not seem to be any level limit involved - my Froglok did his #2 shield at level 9 (with my 52 bard gathering the components) - but some people are saying you do have to be flagged as a citizen, by completing your newbie quest. However, Yun Trainer Kintok was able to recognize me as having completed the 1st shield quest before he gave me the second. I do not know if this was accomplished by a character flag or checking my inventory. (froggie NPCs can do that, apparently.)

I would like to confirm the following things (some mentioned, some not):
Kobold hides from Toxx Forest DO work, and are easy to gather.
Skinning knives are NOT eaten, on either combine.
Prismatic ore does drop off of goblins other than the sage (be careful you are getting the right stuff - the vendor-restocking ore also drops here)
Refined ore does drop from dry bone skellies in Unrest.
The leather twine, both kinds of twigs, the stretched kobold hide, both kinds of ore, and the shield mold were NOT nodrop, so you can have a high level alt do all the work for this quest, provided that he can do the Halas turnin.

Be careful in these zones (Unrest, Perma, Sol Eye) - even a medium-high level toon was not truly safe soloing. (of course, bards are REALLY bad at soloing inside.) You might want to wear resist gear for Perma and Sol Eye - there are lots of wizards in both these zones.

        Good luck.

Oh, and one more thing, the second shield has a recommended level of 20, so when my level 9 froggie shaman did the turnin, which ate his first shield, the shield he got back was actually worse until he levels more.

            re

I just did the test of patience step of my froglok shaman's epic. I found the yun shaman (he looks undead) inside the boat underwater. There are 4 untargetable guardians in the boat as well in each corner. At first I killed him (he conn'd green) but he cast malo & ebolt on me /shudder. He has VERY low HP though and my pet, ebolt, & jbb took him out with no problem. There was no faction hit and I didn't realize it till now that he might have something to do with the shield quest. I checked on him an hour later when I got ready to leave and he hadn't respawned so no idea if he respawns to hails at my leve or if there is any dialogue.

EDIT: My shaman is lvl 49
