No, that can't be right. I just visited Sir Arantis in Freeport, and he happily responded to the key phrase and handed me the note (I'm a paladin). Sounds like there's a bug somewhere.

Just did a little testing (all level 1's)

Dark Elf - Warrior - Innoruuk - Qrixat Du'Voy - amiable = No note

Human - Paladin - (forget) - Sir Artanis - amiable = Note
Human - Warrior - Agnostic - Sir Artanis - indifferent = Note
Human - Warrior - Innoruuk - Sir Artanis - dubious = Note

Either race is a factor, or Qrixat Du'Voy is much pickier about who she will give out a note to than Sir Artanis.

It might be worth it to work on your Knights of Truth faction (soas not to die getting there), and try to get the quest from Sir Artanis.

Heh I"m sure I"m max neg faction with any paladins anywhere on norrath.. but I do have a human illusion crown and a circlet of shadow. I'll try using those two to get to sir artanis and see if he'll cough up the goods. Maybe for some reason verant has coded "Ogre Shadowknight" as a good class/race combo who needs to get the note from Sir Artanis LOL.

Its always possible that you are just slightly too low in the doubious faction to be given the quest, the newbie is just high enough on the other hand. It might just be that you need to raise your faction alittle to get the quest.

Ex: I'm warmly to the Sarnaks with my monk but not high enough to get the ring and the rest of the quest yet..

GM's answered my petitions. "from what we can tell, the quest is only given to pure int casters or priests. you're a shadowknight. /bug report this if you dont' like it.".

So... currently I can't get the quest.

Think I'll try charming Sir Artanis heh.

I tried doing a double test with a DE SK (of Inny), but they start off threatening to Knights of Truth, and kept getting aggroed by Artanis.

Not wanting to work on faction just yet, I tried as a Hum SK of Inny: Sir Artanis would give me the note, but Qrixat Du'Voy would not (both were dubious).

To try and discount the possibility that race was the deciding factor, I made a Hum Cleric of Inny. Both Sir Artanis and Qrixat Du'Voy would give me the note (both were dubious).

While this does leave the potential that it may be merely a faction issue with the breakpoint somewhere in the dubious range, it seems much more likely to me that Qrixat Du'Voy is simply pickier than Sir Artanis - Qrixat will only give it out to the "right" classes, whereas Artanis will give it out to anybody he doesn't kill first.

Can Sir Artanis be charmed? If so, I'll charm him, get the note, and proceed with the quest, problem solved.. if not.. I'll have to go beat some butt and get faction up. What do I kill to get sir artanis faction, any ideas? If it's more pallys, I'm all for that.

Sir Arantis is on Knights of Truth faction. Just kill lots and lots of orcs in the commonlands to raise it.

If you want to raise it fast and don't care about your Freeport Militia and Freeport rogues (Coalition of Tradesfolk Underground) factoins, you can kill Sir Lucan in West Freeport a few times. It will get you MAX KOS to both those factions, but it should also push you pretty darn high with Knights of Truth.

I really don't care about freeport anything faction, it's only useful for quests really, and Phylactery is the only one I'm working on that involves the old world in any way... so I'll definitely go gank Sir Lucan in W. Freeport.

Ok.. 3 or 4 Sir Lucan kills later (plus some nameless rabble guards), and a circlet of disguise (tks human illusion) and I'm dubious to Sir Artanis. Woot.

I talk to him... what? He actually talks to me too? And gives me.. what's this? A NOTE!!!

I'm now just over halfway done with the Phylactery quest. Thanks everyone for all your help.

Only need these three things to finish.

Firebone Notebook (killed Aramin three times.. none have dropped yet)
Sanguine Tome (never seen the guy, camped it only a little tho)
Spiritual Anchor (killed Ghoul of Takish-Hiz three times, no drops yet)

Congratulations on getting the note! Also for having the patience and stubborness to keep chipping away at the obstacles rather than simply giving up.

I just hope you had some Paladin friends there when you killed Sir Lucan, since it would be a shame for an Epic component to rot unused.

Finally got the Spiritual Anchor on the 5th ghoul kill. I've dropped Aramin seven times now with no Firebone Notebook. Missing only Firebone Notebook & Sanguine Tome to finish the quest. The one raid I missed (Grummus) my guild killed him and got the notebook -- and gave it to another guild to a guy that hasn't been online even once since then *sob*.
