JCM (Jewelcraft Mastery), greatly reduces your failure rate. Reports from folks with JCM3 working on items with >250 trivial are reporting close to the 95% success rate you get for items that are trivial.
Interesting experiment, someone without any JC skill, get JCM, and see just how much it helps when skilling up (someone with JCM is likely to have some rahter outrageous personal wealth, so start with something not even close to trivial and see just how successful you are as you skill up.
Are there any high level enchanters interested in tradeskills that aren't at least 200 in JC?Garulf Woolfetysh, 59th Barb Shaman, Cazic-Thule

Jewelcraft Mastery is not affecting your skill any. but reduces your chances to fail.
Before i got it, i was around 35 for 45 on Planar combines (valor rings, tactics earring etc).
Now i've trained JCM3, and i've not failed once in 63 combines.
thats about 45 valor rings, 10 tactics earrings and some misc stuff from nightmare/storms/etc.
i have not done any JC from Elemental planes yet. so cannot say on those. only done Tier 1-3.
only thing i failed so far was making a Velium fire opal ring for my frog twink./Katty Luv

worth it
JCM3 is worth it without a doubt. When PoP came out I hadnt trained it, and was at about 50% failure rate on planar combines. With the increased value of the items we can make in PoP, failures can really hurt. While my success story isnt as uber as Katty's =p, after training up JCM to the max, Ive had 2 failures in my last 60 or so non triv combines.Vazmir

I only trained 2nd lvl and have very few if any failures on most stuff. I dont see it as worth it to train the 3rd level for another 9 points. I make TONS of planar jc items all the time, and have had maybe one failure in the last couple months.
my two cents

Well i'm 10 for 11 of Valor Rings and 0 for 1 Tactics Earrings with out Jewel Craft Mastery. Guess I'll have to put my next 12 points into it and see how it goes. :?Proud Member of

I have not done any AA yet but can't see how JCM3 can compair to Dire charm which is 9 points. If JCM3 has a cost of 18 it may be time to rethink what to get.

Used to fail on lesser pop combines alot at 250+Trophy. Failed about 5 elemental combines one day. Trained up JCM3.... Last night I succeeded on 9 straight Elemental combines. 6 Air Rings, 3 Fire Rings, iirc. Such is about average. Its well worth it.

I can't comment about the different lvls but I've been working on my tayloring lately and doing solstice robes. My previous experience with the chains has been about 50% with just 250skill in jc. From what i've read on the board that seems to be pretty standard. Since I'm trying to keep my costs down on tayloring I've been getting enchanters in my guild with the aa maxed to do the chain combines now. So far they are 28/30 on the chain combines. Obviously significantly over 50%. Not a large sample but a pretty significant difference.

Data that I've collected since I got Jewelcraft mastery III, and yes, it's well worth it:
Valorium Rings of Gallantry - 262/273
Bloodmetal Earring of Engagement - 46/48
Gem Studded Chains - 422/439
Nightmare Emblems - 87/90
Storms Emblems - 57/60
Earth Emblems - 12/12
I haven't had the chance to make a whole lot of elemental rings yet, but I have yet to fail the ones I have tried, a couple earth rings and a couple water rings, one air ring.
