There is no limiting. Anyone can buy the metal and make the item. The difference will be that if you find an enchanter to use their skills, or a particular priest who worships a specific deity to use their skills to imbue, it adds a benefit to the item that you would otherwise not have. The trivials are (I hope) the same.
Compare JC in its current state. Enchant the metal, combine with a gem and your item has stats. Non-enchanted metal and a gem equals no stats. Palladium was the exception, and it is going to fall in line with the rest with the revamp.

And that is your own version of semantics.
What the enchanters make with the AA is NOT no-trade.
If an enchanter chooses to share it, they can, and you can then make the items. I am sure there will be enchanters not at all interested in tradeskills that Might get this AA for the monetary opportunity it offers them.
Enchanters have a leg up in Jewelry Making, and as far as I am concerned always will. I went as far as giving mastery to everyone because that one truly made sense to NOT be enchanter only. But despite that I think enchanters should have an ADVANTAGE in jewelry making. Despite this advantage it is certainly not exclusive to them.Ngreth Thergn

I may have missed it - will existing items keep their stats post-switch? Or will my cleric (and jeweler wake up to find his taafite rings worthless?

I was talking about the main bulk of JC.
I was not referring to the Staurolite, Prestidigitase, Harmonagate, Taaffeite items.
Also, it sounds like the revamp is going to make older jewelry recipes MORE like the new jewelry items. Where you have to make the metal into the shape you want and then cut the stone to fit that shape and then put the 2 together (or 3..4..5 depending on the number of gems).Shawlweaver Sphynx on Cazic Thule

Will there be a large increase in the stats on the new metal (assume a new top end gem too) combination? Currently, if group content is supposed to go to 500 hp/mana (with a powersource) is it conceivable that the jewelry will receive a similar boost?
Also, is there any purity that can be added to the new jewelry to gain the benefits from a powersource?

I expect the former.
I'm sitting on lots of prestidigitase and a few taaffite. Intead of eating up lots of bag space I'll check my vendor twice a day and restock as required. Would be good to know if I will "not be able to make more" so I can start emptying backs and making jewelry.
