I am unsure if this has been beaten to death, (sorry if it has) but from the current faq's I have found, this message board suggests that higher DEX can increase learning rate of JEWELCRAFT.
Recent changes to test were discussed on the bard boards, and notice the LACK of a mention of JEWELCRAFT in the dex section, and the ADDITIONAL mention of MAKE POISON
I cannot vouch for the accuracy of what it says here but may be worth a quick perusal.
