    Lucy ItemCollector (the packet sniffing one) reports that the Earring of the Solstice has an Effect Level of 44. The Effect is Flowing Thought I, so you must be 44 in order to get the FT.

    Recommended level is 51 - that's when the stats will be full value.

      I never did the experiment but I am almost certain that the FT1 effect worked for me at lvl 43. The time I spent medding seemed to be much less and in comparison to friends without the earring I recovered mana much faster even with a larger mana pool. Personal confirmation the Circle of Dreadlands worked at lvl 44 as well.

        A druid friend of mine tested it at level 30 or so and told me it didn't work. He made the same mistake that was likely made by your guildie; he failed to account for the increase in mana due to the wis/mana on the earring (although it's not that much for a 15 SK), and peformed the test sitting down, where the FT1 isn't as significant. We retested and he realized it was working fine.

        Anyone doing a test on the earring, do the test standing. Adding FT1 to your sitting regen is much harder to test than it is standing, where (I believe) your regen is effectively doubled. And do it by casting a single spell that uses about half a bub of your mana bar and regenning to full.

          Go with Lucy. It's a packet sniffer, which means it directly reads information that is sent from the Sony servers to your client. I have never known Lucy to be wrong for that very reason.

          Therefore, I am going to believe that you must be 44 to receive the benefit of the FT earring. If someone at a lower level does an accurate mana regen test and posts the raw data here, I will believe otherwise.

          FYI: Bards do mana regen tests alot to confirm whether certian songs stack and to lend credence when Sony accidentally breaks our mana songs from patch to patch. The widely accepted mana regen test works like this:

          As some have said, you can't trust the 'blue' mana bar.

          Instead, use a caster that has access to a HIGH mana spell (like Rez) or something.

          - Get the caster to drain his mana pool. (completely!) This means casting a low mana cost spell like True North until completely oom.
          - He can never sit (or be on a horse) or have FT items.
          - See how long it takes until he can do the MGB or mass mana spell.

          This will give you the base regen rate. (Divide the time it took by the mana cost to get the regen rate)

          Repeat the test to get the modified regen rate as follows:

          - Get the caster to drain his mana pool. (completely!) This means casting a low mana cost spell like True North until completely oom.
          - He can never sit (or be on a horse) or have FT items.
          - Add in your mana regen song/spell or item
          - See how long it takes until he can do the mass mana spell.

          This will give your modified regen rate.

            I'd be willing to bet that the FT works at lvl 1 altho I haven't personally tested it.

            The effect lvl is 44 and I won't argue that. That is the lvl that the effect starts working on the druid earring from all reports.

            That isn't the only thing that the effect lvl can indicate tho. It can also indicate the haste on a haste item. That haste is effective at lvl one but the effect lvl is higher.

            I have never seen any innate effect that has ever been showing to have a required lvl to get the effect. With more obvious things like regen or attack you can see it change as soon as you can equipe it.

            For example a fungi tunic at http://lucy.fnord.net/item.html?id=2735 is effect lvl 46 but as anyone who has seen a lvl 5 twink running around with one of those can tell you the effect does work at much lower than lvl 46.
