The quest npc gives you the quest appropriate for your level.

Does the task take into account your XP lvl too?

I'm concerned that it might require drops that I can't get and will have to fork out way too much plat to buy in the baz... although I've been collecting lots of stuff for a while. (I do wish it was as easy to collect stuff for smithing as it is for Tinkering... got toolboxs full of combines ready to go for tinkering. Although more feran tentcles would be nice. )

Personally I really don't want to be forced to lvl(especially now that the MMs which I've avoided grinding are fixed) just to feed my TS addiction!
I call for the elimination of EQ levels 1-50.

No, the quest doesn't look at your character level, only your skill level. But if you are that skill level, you should already be making those kinds of items anyway.

Keep in mind that I could be making items of the same skill level, yet not need flags, or zones with lvl restrictions. Hopefully the baz prices on stuff will drop a back to a hightened, yet reasible, level in a few weeks.

All that being said, I think I'm covered 'cause I've been shopping and storing up stuff for a long time. It's just a concern for the way the system seems to work, nothing overly worrisome.
