I've been foragine for about a hour in misty thicket. pressing forage when I remember.. so I dunno how many I've done, and only have gotten one acorn, is this now normal or is the RNG being mean.. I coulda sworn that ya got acorns more often than that.

Update, it's been almost 1 hour 45 mins since I started, and got 2 more acorns, so 3 acorns in about 1 hour 45 mins of foragine.. (not solid foraging as soon as button pops up either so..)

I'm not a forager, so take this with a grain of salt, but I believe foraging rares is tied to your foraging skill. The fact that you’re not hitting the forage button every time it pops up makes me wonder if maybe you aren’t hunting while you’re there. If so, then you’ve got a lower level with a low forage skill? Lower level foraging skill would produce fewer acorns than a high forage skill.

I'm just sitting at the tunnel into rivervale, hitting forage when I happen to glance at screen and see that it's up, watching tv, foraging is boring ya know

Forage rate for Misty Acorns _revealed_
The rate is expressed mathematicly as follows
(skill + mod)/[number you need * urgency of need * (1 / hours willing to devote to foraging)]
Expressed qualitatively: LOW. Below low. Sub-low. Un-frigging-be-leiv-ably-low.
Not.... many... per... day.
I kid you NOT. I spent 6 hours a day 3 days in a row doing nothing but foraging, /auc buying and ground spawn searching for these things. I got 20.
I was LUCKY.
The problem is that the "standard forage table" (veggies, water, etc) and the rare table are set for each zone. If you don't have 100+ forage skill, no rare forages. Period. If you DO have 100+ you get a half decent chance, with a 200 skill (never fail to forage at 200, I've foraged a few times since hitting 200 on both TheWife's druid and my druid and we've NEVER failed after 200, and that's with log parsers.) that is, to get a rare.
BUT.... (you knew it was coming) in MISTY THICKET there are 3 items on the "rare forage table" for the zone. Misty acorns, some roots and the LORE roots for the Druid/Ranger epic quest. Guess... go on, guess.... which of those 3 is MOST common and which is the RARE of the RARE forages in Misty.
(common = "you can't have duplicte LORE items" and RARE is the acorns)
Check the bazaar, buy from non-tailor and lowbie halflings, vendor farm, find the ground spawns (my wife is great at it, I've found a total of 3 ground spawns personally) and set up hotkeys to forage 3 times per hotkey-press. (So you can take a bathroom break of longer than 100 seconds, the refresh timer for forage.)

No, I don't remember when this happened to my druid for a timeline comparison, but create a newbie woodelf and forage awhile and unless they changed it back you'll get the nodrop forage.
I haven't tested her in other zones looking for rare forages, but at least something with the epic forages was changed.

It's been said before somewhere. Forage skill only affects wether or not you forage anything at all. If you successfully forage something, then whatever you get is random off of the zone's table.
I've proved this with my two foragers, a 50 skill elfie and a 200 skill druid. Proportionally speaking, the forage rate of plant shoots in JPF was withing a few percent of each other over about a week of foraging about 4 hours per day.

To be fair, the not being able to forage rares without at least a 100 skill was the way that it used to be done. They changed it at some point.. there was much discussion on Iksars having to forage rares for something or other, and they didn't want to raise the racial skill level, so they made it so any skill level could forage rares, just.. rarely... (odd how that worked out).
Personally, when i used to take my lowbie ranger, and my druid-bot there, i'd not even worry about trying to forage after a while of trying, as i had much better luck with groundspawns.

As for foraging rares only with skill over 100, my understanding is that it was this way in the beginning, but was changed at some point in time, so that you can forage the rares with any skill level.

Okay, I did a 1 hour forage run this morning, watching carefully, hitting it exactly as it came up.
forage 200, 53 druid.
35 forages, no failures
(I think I have every thing thats on that zone's forage table, let me know if I forgot anything)
Berries - 2
Fruit - 2
fishing grubs - 0
Vegatables - 3
roots - 7
black root - 2
Sweetened mud root - 6 << this is the druid ranger no drop epic bit
rabbit meat - 3
misty acorn - 0
pod of water - 10
so, out of those 35 attempts, no acorns at all. 1 hour.. is this now normal? they used to drop more often..

I thought it was 100+ foraging required for rares if it was a /class/ skill, but for racial forage (wood elf and iksar) you could forage rares from day one (with your "fixed" skill of 50). So a wood elf druid could forage rares with a sub-100 skill, due to race.
That could be completely wrong, and none of my more focused characters have been foragers, but that was the impression I had.
