Lol, Intellectual Superiority affects spell casting. Spell casting has nothing to do with getting skill-ups on combines :roll:

Ok, you want to see what the real effect is? Someone sit down and do some combines within the AE of the Thought Horror Overfiend. If you can't make a backpack to save your life,... well then we know.

I got an item with Brilliance of Ro focus on it, and I do not feel much difference before and after equipping it, both fizzle- and resist-wise.
I believe the fizzle rate to be much more related to your actual skill in that spell's type (conjuration, abjuration, etc.). Maybe IS type spells simply raise those skills to some extent (5 per announced level).
I very much doubt IS type spells have much to do with skilluping.

I said I -observed- a better _success_rate_ but NOT a change in _skill_Up_rate_ ... there's a fairly significant difference in the two. (all those who would be agreeable to failing EVERY non-trivial-combine if it doubled their skill up rate raise their hands...)
Some people cast spells over and over till they fizzle before hitting an expensive combine... superstition? Probably. But some people clearly feel that the fizzle rate, the RNG and successful combines are related. Yeah, it's probably nonsense. But, and I keep saying this, what would it hurt?
Personally, after finding out KEI didn't overwrite IntSup I cast it on myself a few times, but my skills are at or near max (the 5 and the spec's are max, channeling is going up with level since I'm not yet 60+) so I don't fizzle much anyway so I don't make a huge effort to keep it up. (Unless I'm doing enchant metal/vials in which case a fizzle is a big pain.)
So, I ate my portion of crow, I admit it's probably all in my head, but since it can't hurt I'm going to keep my lucky rabbits foot.

I suck at this game, your mileage WILL vary. My path is probably NON-optimal.
