I think there are two seperate issues here. The first is access to equipment with enough of the relavent stats, and in principle casters do have a head start. However unless you haev access to the top end zones even most casters will find it hard to max their tradeskill stats wearing their normal gear, while at the top end most people can easely reach the max stats. One of my guildee monks has the following stats STR 305, STA 305, AGI 291, DEX 305, WIS 280, INT 197, CHA 154. That is without trying to max out wis, so he could easely reach 305 with a few purchases. There is little that can realy be done to bridge the gp between the havs and have nots from an equipment perspective.
The second issue is the difference in max cap between pure casters at 355 and the rest at 305. This one is not the function of equipment (although you still need high end equipment to get that high), but is rather an innate difference between casters and melee which gives them an advantage on skilling up. I personally think that Tradeskilling is a function seperate from class, and it is a shame that there is this difference in ability to skill up between classes. I do not think this was ever intentional but rather a product of gamebalance outside the tradeskill arena.
