OK, I Confess...
I'm the lunatic Halfling that Syndell mentioned. And she's right, I've gone out of my way to fish in some crazy places. It's half the fun of going to new zones to try fishing up stuff just to say I have. In trying to think back, I came up with a few thoughts:
First, if you can get to the bridge in Sebilis and jump to the water below, it's actually quite safe. It's restful sitting on the edge of the water, watching the red-con, KOS mobs swimming by below and listening to the calming sound of groups getting smeared by the dozen above my head.
Second, if you're hunting for high quality fish bones and take the easy route of getting them from Karnor's Castle, remember that if the delicate flower that is me can fish the moat from the top of the wall, then your sorry butt certainly can too. Just remember that when something comes up behind you and blows you off the wall, you'll thank me for reminding you not to stand directly over the drawbridge.
Third, you can fish in the Tower of Frozen Shadow, if it doesn't give you the creeps to pull fish out of a pool of blood.
Fourth, you can fish the water around the fortress in Firiona Vie while standing on Firiona Vie's head, but only if you position yourself just right. If you fall to your death by the paladins, you went a bit too far forward.
Fifth, try not to be too disturbed when you pull a tattered leather sandal out of a river of lava. It is fantasy, after all.
Sixth, while fresh fish tributes for a sour look, all the crap you pull out of the Abysmal Sea seems to delight the tribute masters (1 point to the pound) so if you're of a mood to skill up somewhere non-lethal, go there and get something worthwhile for your time.
