Yes it is there. In NRo, head to the furthest southwest corner of the zone there is a cave that is partly hidden below dunes. That leads to the ruin. Once there head sorta of middle of the zone where you see a dust devil or whirling dust and jump in it. You'll pop into Elddar.

As for getting out, I have no idea how to get out of Elddar as I've always used ranger gate (unintentionally mind you). Those see invis mob can get all over you before you know it. Leaving the ruin back to NRois easy, just climb the rope up. Or rather click on it.

PS just checked bazaar, one stone bean up for sale at 24k I'll keep an eye on it to see how long it stays there now that it's back to being mostly worthless rare item.

You get out of Elddar Forest the same way you came in. When you port in, you are standing on the unbroken version of the stonework that you stepped on to zone in. Just go up the slope and there's another dustdevil.

Also note that the entrance to Ruins is in the Northern half of SOUTH Ro.
