Honestly, making sea dragon meat or sea dragon steaks no drop will only hurt people who are trying to get the recipe done. What you will end up doing is totally eliminating the drop from Kelorek'dar. Why? Because he was regularly farmed BEFORE the Bristlebane's Challenge was introduced. He will continue to be regularly farmed, and people aren't going to care if it means that the sea dragon meat will end up going to waste. Or worse yet, you'll see it advertised in PoK as, "Sea Dragon Meat for Sale {enter some ridiculous asking price here}, must be able to come loot now!!"
Further, consider Lord Koi'doken. He's not a mob that is easily to solo or duo. That means that at LEAST a high end group, or maybe even a small raid, will need to be gathered to go after him. One of the things which will make that worth it is if the sea dragon meat AND the sea dragon steaks ARE tradeable. That's a LOT of work for a group to go through to try to get ONE person hooked up. However, it's a lot MORE rewarding (assuming the combine to change the meat into the steaks isn't failed) to get FIVE people hooked up with sea dragon steaks.
Keeping the sea dragon meat and steaks tradeable is going to be far better in the long run.
