Yeah. The change to the drops has been made. It is just waiting a full patch to catch all of the zones. It was decided not to disrupt the live players by bringing down all of the expansion zones to swap the drop rate. For Devastation and Rage there happened to be another more vital reason to restart those zones... so the change went live in those zones.

It should be about 1-10 to 1-12 drop, depending on the average level of mobs in the zone. The higher the level of the mobs in the zone, the more likely overall you are to get one of these to drop. It will also only drop on level 60+ mobs. And as a side effect of not sharing drops with the spell parchments, it is more likely to drop from non caster mobs. In all cases the odds probably only vary within about 10% of each other.
