Gaurds will attack you, everyone in the camps will not... even at max KoS. The gaurds, are also leashed, which... if you get in trouble, is a nice thing to have.

It is nice but if you need to out run angry guards, don't run by the dragon head. Often there are a few that are AFK and if you try to outrun the guards, the guards may decide to beat on the afk'ers instead. This can happen when someone runs to zone before the guard reaches the max tether range or if someone uses FD, fade, whatever to lose aggro.
