You would need the tradeskiller to profess something about returns in order to have evidence to make an issue out of it - and if the tradeskiller says something without returning the salvaged materials, they probably had the understanding those materials were theirs, leading much more strongly into the unclear deal direction than the scam direction.
Though the point was there does exist a rule which people scamming with salvage violate (though it happens to be essentially impossible to act on with the current salvage setup).
