Velium hounds aggro radius is smaller than most detrimental spells' range without and extended range item. I started hunting them at level 60, and had little trouble with them, but, I was ally to CoV, which helps a lot in that zone. I did not find them particularly resistant to magic. I did usually Malosinia them first, which helps quite a bit, but not always. Once I got four of them stacked on top of each other, and had to root them without debuffing, which worked with little trouble.
