Yes, a blessed fishing pole can indeed break when you use it for fishing. Given the relative difficulty of obtaining one of those fishing rods, this is obviously a bad thing. Personally, I always use a summoned Brell's fishing pole to do any fishing I require (for me, that's usually fishing for cobalt cod in Cobalt Scar, as an ingredient in making arctic wyvern hide armor). That way, if the fishing rod breaks, I simply summon another one. No more making your way back to a vendor to purchase a new fishing rod!

For evil races, The Feerrott is good. Kogg has bait and is standing by the river, although, you'll have to go to Oggok for a pole from Angrog. For Iksar's Calibas East is full of water and Klok Foxmyr and Dytar have bait and poles.
