I want to make a chanter/tinker. But my sole purpose is tinkering and making mana vials. This char will be plvled so im not worried about the pve issue. What should I put points into when creating. Wis and just buy INT gear or ??? Or is there a better gnome class to use for tinkering.

If it's an enchanter then you can ignore WIS -- concentrate on INT. It's either INT or WIS for tinkering, whichever is higher.
Any INT or WIS caster would make a good tinker because of the concentration on those stats. Warriors or SKs would not be as ideal because they really need to be stacking points in other areas -- namely strength, dex, etc. -- and cannot concentrate so completely on INT and WIS.
Other than that I don't think it really matters which INT or WIS caster it is. My tinker is a cleric and is starting out quite nicely.

Aye, stick with INT gear, that's what I did with Trinkets, I have him capped at 250 INT, have since day 1 and it's been good for tinkering, even when I used clockwork armor for skill ups, lol.

One reason to prefer an INT caster over a cleric for gnomes is that gnomes are a low-wisdom race. Even gnome clerics base int (98) is higher than their wisdom (77). So, less gear required to max INT than WIS. (Also, if you're going to use the character to farm any tinkering parts, int casters are usually better suited. If you're going to do any necessary farming with an alt, this may not matter.)
A chanter is probably a good choice owing to the use of charisma buffs, illusions, and faction-altering spells, to help you get better prices.Sleana Syzgleamer

int for sure, easy to find large int modifying gear, and cheaper than wisdom gear. no reason to buy wisdom gear since wisdom only mattered in the success rate from quite awhile ago. now it all goes off your highest stat.

Go ahead and put your starting points in INT. Once you level up and max out his INT with gear, you can start swapping out extra INT for CHA/HP/resist gear.
Dont fotrget as an enchanter, you have INT/WIS buffs. Write down what levels you get what buffs and how much they are and aim your gear to max int minus whatever your buffs add, because youre gonna always have em on yourself.
