Gnome symbol combines

Ok so i'm planing on makeing Grandmaster's Sleeve Symbol Of The Skeptic, what i'm wondering is can i tinker this stuff? From what i see the hide is for tailoring and scales for smithing but don't see any tinkering stuff, i could do the tailoring stuff but i'm also hopeing for some tinkering skill ups any info?
