Those are actually backwards, mana batteries require the GoD drops, and the magnetic drops are from OoW.

The magnetic pieces are very commonplace, and therefore easy to acquire, but the downside would be, IIRC, the high smithing trivial on the subcombine. Having the apprentice tinkering quest require a 180+ smithing subcombine is a bit much. Also, these are in relatively high demand to smiths for their own workings.

The only tattered cloak I've ever seen was from an NPC vendor I accidentally stumbled across. Would upping the droprate on this cloak be feasible? Its not used for anything in the game other than this quest to my knowledge. If not, how about adding it to the droptable of more mobs in the zone, which would also make it easier to find.
I know you normally don't, but with so few sightings of this item, any chance of getting a confirmation of what actually drops it?

I think the mana battery 5 isn't too difficult to find components for, sounds like a good replacement.
