The happy dragon is used to recharge the happy dragon!!
According to a message on Allakhazam - allakhazam's happy dragon description - the happy dragon is rechargable using the following recipe: firework, saltpeter and happy dragon.
Therefore the tag is appropriate and correct!Piting 57 Gnome Cleric 7th Hammer, Smithing 188, Leader of the Gnomads
