One of the npc's for the wiz epic says:

Yama Twerik ponders aloud, 'If only I had a flizzer valve, a spindle cog, and a spool of tin-plated wire, I might be able to make this thing work. I don't imagine that I've got any of that around here.'

So get to it tinkerers

Or they could be no-drop items from PoI. Or just no-drop items from somewhere else. Or quested items (maybe in Ak'anon).
