Is Tinkering a level based skill? (like alchemy?)

Just helped my husband get his (level 65) shaman's alchemy skill to 205. Then I tried doing alchemy with my level 29 shaman and realised that when they said it was level based, they were serious!! I got to only 35 skill and couldn't go any higher. SO... I was just wondering if tinkering is also level based skill? His gnome enchanter is only level 18, so wondering if it is even worth trying yet.

My enchanter is a high elf. LOL so can't do tinkering with her.

It is not level based like alchemy. For tinkering you must be a level 16 or higher gnome in order to raise the skill, and then you can take it all the way to 250. (I'm not sure if you need to put a practice point in it or not, the learn a skill guide on the main site should say.)

Gnomes start out with a starting skill of 50.
You don't need to put a starting point into it.
