Stalking Probes yield 47 tribute, and only cost about 300pp for 20 which yield 940 tribute, or a 1 to 3 ratio.

Geerlock Blacksmith Hammer

I found a bunch of Geerlock hammers on a vendor one day. Looks like somone was using them to skill up on. The vendor wanted 15pp each and the tribute NPC gave me 72 pts each for them.
