Are there any gear out, for pure casters that is gnome only? Or anything special that is pure caster usable for small races only?

Gnomes don't tinker anything for their casters.
Which is really, REALLY under-thought out, since 95% of gnomes are NEC/MAG/WIZ/ENC.
They need to extended the Clockwork Observer/Shadowwalker line to include casters, much like the Elves did with their smithing (High and Dark).
