Just about any type of wolf, cat or bear has a chance of dropping a low quality pelt - it really depends on your level as to where you can farm them.

For newbies the best place is probably either east commons or everfrost.
If you're high enough (or brave enough) to make it through the warrens into stonebrunt, then the cats there seem to drop low quality and upwards with a fairly high regularity.

You don't say what you need the LQ pelts for, but if it's for leather padding, then you can also use low quality hopper pelts which drop from the hoppers found all over luclin.

Also if you get a skinning knife you can turn a medium quality pelt into a low quality pelt by combining the two in a sewing kit. You can do the same with High quality pelts, but most folk have a better use for those.

Gee... nobody has EVER asked that question -- in the last day or two!

I assume you want to make leather padding with low quality pelts. Try searching this forum for the word "padding" for detailed information.

You didn't say what level you are. If you're low level, try the East and West Commonlands. You won't find many low quality pelts, but you can buy or smith a skinning knife and convert medium and high quality pelts into low quality pelts.

If you're mid-level, try the East and North Karanas.

In your 30s or 40s? Get yourself to Stonebrunt.

The rockhoppers and greyhoppers in various SoL zones are also good sources of pelts.

Since I no longer need HQ cat pelts for skilling up on quivers, I always cut them and HQ wolf pelts down to make padding. The same goes for MQ bear pelts. It seems a waste but I can’t think of anything better to do with them. They sell better in the bazaar as padding then as pelts. At least that’s been my experience.

            Poachers in Jaggedpine

I camped poachers in Jaggedpine for faction and by the time I had enough faction with the locals (Geeze... I *was* born in Surefall Glade for Karana's sake!!) I had enough medium quality pelts to get all 14 of my characters (2 accounts, 1 mule on each account) to where studded leather was trivial, so now I don't mind downgrading the pelts to LQ. I also have enough handmade backpacks to fill everyone's new bank spaces.

This is a great way for druids to get pelts without killing animals for them (although I was only told not to kill the bears of Surefall Glade).

              Here's something else to consider:

Grehoppers in Marus Seru drop Greyhoper Hides or Low Quality Rockhopper pelts (As well as some obscure NO DROP quest items)

They drop Greyhopper hides about 1 in 3, and LQ hides about 1 in 3.. to my knowledge that's better than the drop rate on any other animal.
They run in the low 20s levels so arn't as easy to kill.

However, if your tailoring is still low you can use the Greyhopper hides to make Greyhopperhide Boots (Hide + Boot pattern) up to skill 95.

I'm unsure if you can use regular silk threads with these, though shadling silk for shade silk threads are easy to gather en mass in the newbie area in Shadeweaver's Thicket (The worms switch spawns with the rhinobeetels every 30 mins or so.. if there's no worms just wait awhile and then you'll be swiming in them)

You can use regular Silk Thread or Shade Silk Thread on rockhoppers. HOWEVER, you can only use Silk Thread on normal pelts such as cat/wolf/bear.
