How do I make Aviak Egg Oil. Is this a made item or purchased? Any help is appreciated.

If you can’t forage or find them in the bazaar, Aviak eggs are not difficult to obtain. Just ask a friend to forage a few for you or you could even create a foraging character and take him/her to Butcherblock Mountains. Just sit next to the guards outside of Kaladim and keep clicking that forage key. They weren't as common as roots, but I remember foraging them fairly frequently.
