Merchants in CC will sell to you after you start killing orcs for velium. Just keep exterminating them and soon CC vendors will Lubs ya and gladly sell you their wares.

Froststone faction can be raised by killing ry'gorr in CC, and othmir faction can be raised by killing ulthorks in EW (and I think bulthar in CS also).

You're a halfling, though. There's not a merchant anywhere that won't sell to you if you're sneaky about it.

My othmir faction is fine..they are amiable to me...but they shout "hafling" remarks to me when I try to sell.

How strange. I'm indiff to the Othmir and buy and sell with them just fine. Definitely try sneak if you have to.
