Is this a drop? I haven't seen it on the forage table or the vendor sellables, but I've never seen it dropped either. Does anyone know where to get this?

This is one of the new spell research drops, which should be dropping off higher-end mobs around the worlds. Just like the high-end gems, we're never going to have a full drop list, as it's my understanding that they can be pretty much anywhere that the new spell research drops for the level 50-60 spells are dropping. (Seb, Kael, various planes, yadayada).
