Bamboo Shoot

I've taken my lvl 10 ranger into STBM zone and tried to forage with a 43. Gave up with him because the skill is to low. So I then heard you could get the shoots off the mobs, so I brought out the big guns and grabbed my lvl 60 Monk. Been two hours, hundreds of kills of pandas, cats, kobolds, and whisps. No shoots at all have shown up. I know pandas in RL eat bamboo so I tried to focus in on any of that mob type and still no go. Has anybody found these on any mobs EXCLUDING foraging?

I've hunted in Stonebrunt extensively in the past, and I have never seen a bamboo shoot drop.

Yes, but they only added them to mobs when they became used for something other than a quest.
