Hum, what is boning (as in picnic basket recipe)?

I'm making woven mandrake while medding to pass time, prepare some subcombine for my picnic basket and... improve tailoring , but can't find boning...

Is it made (and how, where are components, what is the triv) or buyable? Didn't find it in baking-tailoring-blacksmiting supplies...

Picnic Basket Boning
