While I understand it takes time to make database changes, when will the old cultural drops be removed and the new recipes replace them? We have been using the new system for almost a month yet next to none of the recipies reflect the changes.

There are 7 recipes per level of cultural armor, or 28 new recipes in total per type, per race. There are up to 4 different types of armor per race and I don't even remember how many different races there but it's a chunk. A quick estimate gives me something over 1,000 new final cultural recipes.
In addition there are something like 120 (estimate) new template recipes per armor type, for another 480 new recipes.
Aside from waiting for people to report them, all these recipes also have to be entered into the database. Start typing out all the recipes for just one armor type for your race and see how long it takes.
In addition to new recipes the people who update the database also have to add what I believe are something like 90 brand new TS items and continually update places where those have dropped, as they are reported.
Lastly, this is a volunteer site.

To touch on a few points, I've removed all the old recipes I could find, though I probably missed some. If you find any old recipes in the DB, please post in the submissions forum so we can remove them.
As for the new recipes, two things have to happen. First, players have to report them. We've had scattered reports in the forum, but by no means do we have a complete listing for every race. The second thing is that they have to be entered. We've just gotten five new data entry volunteers, and that should speed up data entry.
Xenephex is right. This is a volunteer site, and our volunteers work as hard as they can to make it all work smoothly. I have full confidence that the recipes that are reported will get entered as quickly as we can.
If you'd like to help, the best thing to do at this point is to check whether your race's recipes are already in the forum, and if they're not, write up a post with those recipes, trivials, etc. so that we can have them all in one convenient spot when it's time to enter them.Sir KyrosKrane Sylvanblade

There are 16 races. 3 of them have all four armor types, 11 have three armor types, and 2 have only two armor types.
3x4 + 11x3 + 2x2 = 49 cultural armor types
There are 4 levels of each armor type (soon to be 5) and 7 visible slots for each armor type.
49x4x7 = 1372 smithed or tailored cultural armor recipes
Gnomes can also tinker all 7 slots of all 4 levels of their 3 armor types (exactly the same recipe but in a different container and technically a separate database line).
7x4x3 = 84 tinkered cultural armor recipes1372+84 = 1456 unique cultural armor recipes
There are 11 levels of template recipes (soon to be 13) for each of the 4 armor types and 13 slots for each template.
11x4x13 = 572 unique template recipes
There are 17 religions in Everquest. Each religion has 7 augmentations for each of the 4 augmentation levels (soon to be 5).
17x7x4 = 476 religious augmentations
There are 4 separate recipes for each religious augmentation (including tinkering again although they can currently only use the ore/loam recipe version).
476x4 = 1904 unique religious augmentation recipes
All together I get a lot time and work.
