Crude NOrthman Steel Thread

Ok I have figured out everything I need to begin making cultural leather armour (I think) but it calls for crude northman steel thread and I cant figure out how to buy it or make it. Does anyone have any leads on this item?

Should be on Rosin MacGrove in Halas at the Golden Torc. I havent verified this one specifically since I only make elaborate armor but she has that cultural thread and probably this one too.
