It is a subcombine used in the tailored Robe of the Ethereal.

Usually find "lots" (compared to other places) on the 2 vendors in Natimbi... those 2 seem to generally be good for the lower triv LoY robe parts, no matter what race (Have vendorfarmed for 2 humans, 1 highelf and 1 erudite - all toons made LoY robes from 188 to 262) - second best place is Gunthak Lighthouse vendors. And of course for an Erudite you are going to find way more Inverse Runes than any other of the research parts when vendorfarming pretty much anywhere.
